The Odoo documentation at https://www.odoo.com/documentation/user/12.0/accounting/others/taxes/taxcloud.html discusses how to register for a TaxCloud account and setup automated Sales Tax calculations in the USA.

The registration is free.  

Under what circumstances is this service free?

When is it not free and how much is it for those cases?

There are two options:

SHORT EXPLANATION:

TaxCloud is free when you use our Automated Compliance service, which includes registration, calculation, filing, and remittance, as well as entity exemptions certificates, jurisdictional notice responses, and audit inquiries — for the 24 states* that have certified TaxCloud.

However, if you choose not to use our Automated Compliance service (enabled by default), then TaxCloud starts at just $10 per month.

LONGER EXPLANATION:

You can set up your TaxCloud account a couple different ways. The first option (which is the free option for merchants like yourself) is to have what we call 'automated compliance' turned on (or activated). In this case, your business collects sales/ use tax on sales made to customers in the 24 states that signed the Streamlined Sales and Use Tax Agreement (SSUTA), as well as to customers in your nexus state. (A nexus state is any state in which you have an office, warehouse, sales representatives, etc.)  This option is free to you because the SSUTA states pay TaxCloud for the funds we remit to them. (You can find a list of the 24 SSUTA states by going to our website).  

Please note that we do all the work for you if you decide to keep Automated Compliance turned "on" - which it is, by default, when you first create an account. For example, we register you with the 24 SSUTA states (you get one Streamlined Sales Tax ID, not 24 individual state ID's), file your tax documents each month, and remit the appropriate tax proceeds to each state (btw, if you happen to have nexus in any of the SSUTA states, we file for you for free). Also note, you are indemnified by the states for using TaxCloud if there are any errors due to a technical glitch, mistake, etc on our part.  


The other option is to pick and choose the states where you want to collect tax. Merchants usually select this option if they only want to collect tax in their nexus states. For this set up, you would deactivate automated compliance (turn it off) and then pick the states where you want to collect tax by going to the UI page called, "Tax States". You just click on a state on the map to begin collecting there. This option is not free. TaxCloud charges 8% of the amount you collect in tax as a fee for providing your online shopping cart with the data to charge the correct tax rate. (Basically, you end up paying TaxCloud the 8% we would have otherwise received from the states if you were collecting in the SSUTA states).


With Manual Compliance, you can collect sales tax in one state or all states. Your actual monthly service fee is determined each month, based upon your account activity that month, in three steps:

  1. 1. Do you capture or complete at least 5% of your orders? If so, your service fee will be a small percentage of the sales tax amounts calculated for remittance.
  2. 2. If you do not capture or complete at least 5% of your orders, then your monthly service fee will be two cents ($0.02 USD) per API call.
  3. 3. Finally, if the service fees calculated under either method amount to less then our Minimum Monthly Service Fee, then that Minimum Monthly Service Fee will apply.

In addition:

  1. You must configure the states in which you intend to collect sales tax, and;
  2. You accept full responsibility for all sales tax filing, remittance, and compliance obligations
