I want project is to be created on sale confirmation like it is created in odoo-9.

Basically it depends on your product. When you sale service to your customer and you want to charge them based on hours consumed and want to track revenue/exepeses then you can create product with type service and invoice policy delivered and track service 'Create task and track hours'.
