This same question would apply to a menu, since the Apps on the home screen are really top level menus.

This should not require writing code.

In Developer Mode:

1. Settings --> Translations --> Translated Terms

2. Create a Term like this:



Result:



The best way to learn the format of Translated Terms is to install a second language and translate things directly within Odoo using the planet icon next to terms that you see in the UI:


There are several complex options for what goes in the Translated field field and translating this way will teach you what they are.

Hi,

If you are looking for translation you can do the steps mentioned by Ray.  If you are only looking to change the menu name, ie Recruitment to any other name, follow these steps.

Steps:

1. Activate the developer mode

2. Navigate to Settings -> Technical -> User interface -> Menu items. search the menu name Recruitment.

3. Open the form, there you can see the Recruitment, change it to Applicant.

@Niyas - any change made this way will be overridden during a database upgrade or update. The XML defining the menu record will be re-loaded and will change the name back.
