I would like to pull a report into spreadsheets but I would like to change the formatting to show quarters instead of the actual date.

You can do that in Odoo 17.4 following these steps:
- Create your report and insert it into a spreadsheet:
2. Highlight your date column => click on Format => click on more date formats:
3. From there you can select one of the quarter date formats:
