I have 15 users, out of that few users are idle, they didnt even open odoo for the last many months. If I delete those users, (few of them created 6-7 entries) will it effect any data? Can I get any benefit on the already paid amount?

My advice is to archive the idle users (from the user form, action / archive)
They will not be able to log in the system and all historical data will remain intact. 
Archived users do not count for the calculation of licenses, both in SaaS and On Premise.
However, I do not believe that you will receive any discount on quotas already paid.

Archive users, So you can see the records from the same users in Odoo. Deleting will make unrecognized issues and from view, you can't delete users directly if any records are created..
