Is there a way to set a customer up with an account that they can charge to on the POS app? Is is possible to let them pre pay and have a credit balance?

Yes we can do the same, the concept is simple. from the POS screen itself, we can put some money. Then it will save as the Credit Balance. Then later the same customer can buy some items from his/her credit balance, then it will redeemed and also will reflect on the partner ledger too.

Yes, this is a default functionality in Odoo. In the POS payment methods, you will see an option for Customer Account. Make sure it's added in the POS you have. Then when you are doing the sales, instead selecting any other payment method, you can select the method as Customer Account.
