Following the tutorial [0] says the basic modules can be seen at http://localhost:8069/academy/.
It does not, how can I debug this?

Is your module available in Odoo working directory? If yes, then try to upgrade the module list, this updates all the active modules in the working directory
I add to this answer the need of being a technical user (as administrator -> user -> technical data)

1- Check if your app is installed right (go to installed apps and check your app's staus) 2- If you've changed the app and copied/replaced the code again, you need to restart your Odoo
