Does it mean that we need to buy purchased module again for odoo 13 upgrading?

It is really bad for odoo 13 upgrading, and it is a violation of pre-published FAQ in odoo app store.

Hi,
From now on-wards you have to purchase the module by version. That means you have to pay separately for getting the each version of the modules.
