The problem is resolved, and the steps are as follows:
1.settings-Activate the developer mode;
2.setting-Technical-User Interface-Menu Items，search Invoicing/Customers;
3.Access Rights add Group, open Group add Users
Yes Raymond.
Check menu items and user groups.
