Hi,
If you are looking to move your odoo enterprise to local server completely or for testing purpose, you can do as follows:

* Install the same version of odoo enterprise in the local server
* Installation can be done manually or using scripts
* Once the installation is done, if you have used any custom codes, add those it newly created instance
* Now local server set up is done
* Now take db backup from odoo sh, depending on your need (with filestore or not, neutralized or not)
* Then from db manager page, restore the db
