After I selected a database and tried to login in, I got a messed up login window in Odoo 9.0-20170321. Why & what's the solution?

Thank you Ermin,
I installed node.js but still it dosen't work. I have 4 databases and only one database doesn't work. I brought the back up (DUMP file) from a server to my laptop. I give support from my Laptop to users. What shall I do?

Most probably the solution is to properly install nodejs.
