I have some condition on sale operation on website and when some condition are not meet i need to show an popup when clicking on add to cart how i can do that ,I've checked to find if there is already a existent functionality what I've found so far is the popup for editing menus , is there are simple way to show popup on the website ?

yes, odoo used bootstrap modals to pop widgets, you can give link to the id of modal after defining on the ecommerce layout template, please check the modal popup whrn you click on cart on header.
