  1. You need to make sure your user is in group Accounting & Finance( Setting -> Users -> Users -> tab Access Rights->Accounting & Finance:Accounting & Finance)

  2. You can create the bank account from Invoicing -> Configuration -> Setup your Bank Accounts.
