I am a newbie. Are there providers that have hosted Odoo Community edition. We need one urgently. We need 3 modules, HR, Inventory/Purchasing and Accounting.

There are plenty of Odoo partners that host Odoo (both the community and enterprise version). Another alternative is to host your Odoo on the Odoo SaaS platform, but then you have to use an enterprise version and have less control of the environment. I'd advice you to contact a local partner to ask for an implementation. You can find all official partners at https://www.odoo.com/partners

@H2, We run standard accounting here in Nigeria. Our Reporting is IFRS based. However, i noticed the community edition is limited in functionality - only invoicing and payment. I will like to ask, is there anyway around this ? apart from the enterprise edition.

It's something absolutely possible, yes.
About the accounting , it will be necessary to know what are the needs? Not for the technical part, but only to give you all the information, because the local standards will not necessarily be met. It is the case for many people since it has not the same functionnalities compared to a real accounting software and if is for Nigeria it seems that there is no direct localization.
