Ensure the logged-in user is the same as the salesperson (user_id) on the quotation — the "Own Documents Only" group restricts access to one's own records.

Confirm the sales order is still in the draft (Quotation) state — only then is the "Confirm" button shown.

Check that the user has only the "Sales / Own Documents Only" group and not additional conflicting custom groups.

Go to Settings > Technical > Security > Record Rules and verify that a rule like [('user_id', '=', user.id)] exists for the sale.order model.

Activate developer mode and inspect the quotation form view to ensure the action_confirm button is not hidden by attrs or overridden in a custom view.

If you are using Studio or a custom module, check if any inherited views are conditionally hiding or removing the button.

Temporarily assign the user "Sales / Administrator" rights- if the button appears, the issue is with group permissions or record rules.

Since it works in a fresh install, compare custom modules, view changes, and record rules between both systems to identify what is restricting the button visibility.

1. Check if Sales App is Installed
   • Go to Apps → Search “Sales” → Install if not already.
2. Quotation Must Be in Draft State
   • Button shows only if the quotation is still in Quotation (not confirmed or cancelled).
3. User Access Rights
   • Go to Settings → Users & Companies → Users
   • Make sure the user has at least Sales / User: Own Documents Only access.
4. Sales Settings
   • Go to Sales → Configuration → Settings
