I was trying to import employee data, allocated leaves through admin account but i am having the following error.
The requested operation cannot be completed due to security restrictions. Please contact your system administrator.

can anyone please help me?

I hate it, and cannot understand why. But the restrictions set is that create leave can only be done by the user self. Not even by admin.
Go to Record Rules and look up Leaves. There you can change also.
Also in V12 Admin is no longer "admin". But acces as superuser might also solve it.
I think it's permission issue check your admin permission.
give hr.employee all permission.
