Is there anyway to reset locked user after trying too many wrong password attempts?

As per my knowledge, there is no way to reset the user cooldown user because of many login attempt, Odoo by default set the login_cooldown_after to 10 login wrong access for login_cooldown_duration 60 seconds and you can change this from system parameter in Settings -> Technical (after enabling developer mode)
