I do not find the feature to customize the website css. Can you help - what would be your suggestion to integrate a website into odoo, that already exists?

Any reason why the HTML / CSS Editor does not show on the Site menu? is it a bug?

Look at the bottom of the Site Menu:

All changes are saved inside the database
Press Ctrl + Shift + i for Windows/Linux (or command + option + i for Mac). Right-click on an element on your website page and select Inspect. Now that you are familiar with accessing Google Chrome Developer Tools, you will be able to inspect CSS elements to modify them live.
