Error "You are not allowed to access 'View' (ir.ui.view) records." Bookkeper Cannot Bank Reconciliation If There is Unreconcile Items

Question

User with role bookkeeper in accounting module, cannot access bank reconciliation if there is unreconcile items.

The error messages says.

Access Error

You are not allowed to access 'View' (ir.ui.view) records.

This operation is allowed for the following groups:
​
- Administration/Settings

Contact your administrator to request access if necessary.

But I can't grant the user administration/settings access.
What should I do?
