I want to offer my clients a birthday coupon code for 35% off the highest priced item in their shopping cart. Does anyone know of an app that can do that? I'm on the paid online version.

Odoo Online does not allow you to install custom modules.
If you need functionality that is not there you will need to host on Odoo.sh or with some of the many hosting providers.
