I am new and I am trying add new users to our team. users are based on app we are using or would be different? If you send me the screenshot in this post that would be nice.

In the manage users page, you can choose the access rights for each app:
Why I don't have this " Settings" I am new sorry.
Your user id probably hasn’t been given the access rights to Administration.
If you refer to Julien’s 2nd screenshot, you can see that each user can be provided with varying level of access to each of the Apps in a database.
