Recently my odoo server was stolen, however I have a backup of the data in the odoo folder. How can I use this to get Odoo up and running again on my Ubuntu server.

After installing all requirements related to odoo restore the database using Manage Database tool in odoo select Restore choose backup file give the proper name to your new DB and select the file path of your odoo DB backup and please if you used the custom module for your old database don't forget to add those custom modules in your addons directory.
Hope this will help you.
note: you must use same version of odoo as is your backup's server version (i.e. version of odoo you made backup from). otherwise you'll need to migrate database first.
