Odoo 9: Restored database with psql won't show top menu even for admin rights

Question

Hi community,
I did a database backup with pg_dump and succeed, the I created new database use createdb and psql to restore to  that new database and succeed without any error.
When I login to new database with admin, the top menu is gone.  But, when I use 'localhost:8069/web?debug' , I can see the top menu.
Is there any steps I missed in this backup and restore procedure?
I use Odoo 9c on windows 8 and 10 (both version of windows have same behaviour).
Any help will be very appreciated.

Its seems this is related to windows version of Odoo 9.0c and Postgres 9.3.
I tried the same custom module and others customized things, it never happend in Odoo and Postgres under Linux.

The windows version also do a strange things related to Stage than assigned to team sales - stage, if you add new stage, that new stage can't be selected from opportunity header menu.
