Currently, the alternate products block is right under the name. I would like to move to below the add to cart button.
I have looked through the html, but I cannot find which element references the alternate price block.

Odoo templates are usually under the module you are using and have an XML extension.
Assuming this is for an eCommerce module, check within the product template XML files to find what you are looking for.
Usually, the XML templates are under
{module folder} > views
and in
{module folder} > static > source > xml
