When trying to create a custom report I followed the instruction like:
To create a new report, go to Accounting ‣ Configuration ‣ Management: Accounting Reports
The "Accounting Reports" does not exist or has been deleted.
How can I get this menu item restored?

Try Activating Developer Mode then Check

If you can't find that menu option, you can configure individual reports using this button (shown here for the Balance Sheet):
(This is Odoo 17, and the button and menu option are only available in Developer Mode).
