Odoo Studio provides a way to define Access Controls but I don't see an option to create Record Rules. Is there a way to create Record Rules on the underlying object in Studio?

No, but it can be done from the Debug menu in Odoo 14:
Thanks Chris. That's interesting to know. However, I'm looking for a way to define the record rules so they get picked up by Studio when you export/import the customizations.
