You may need to install the base automation module: “Automated Action Rules” in Apps.

First remove the “Apps” filter by clicking on the ‘X’:

Then search for “base_automation” (or "Automated")

Now you should see the module:

If it’s not installed, click on ‘INSTALL’.

Now enable developer mode and navigate to Settings / Technical / Automated Actions.
