Can anyone please tell me how I can restrict user from creating Contacts which are having "User own documents" and "User all documents" access rights.

Contact creation option is set from Settings/ User&Companies/ Users/ Extra Rights/ Contact creation.
Update:
if the create button is still visible goto settings/ Technical/ Security/ Access Rights and in search give object equals res.partner.
then you can view all access rights for res.partner and change it if necessary.
Yes I saw that, Extra Rights/Contact Creation but it didn't worked for users who are having user level access and also tried with disabling Contact creation for particular user.
What do you mean by user level access? if you are referring to user own document or user all document in sales it'll not affect contact creation
I mean If I have given "User Own document" in sales or in any other module option & Create Contact checkbox is unticked then that user not able to create Contacts from Contact Menu in odoo 10.
Still its showing Create button & user ia able to create contact still. How Can I make Create button invisible by restricting access.
In Odoo 10 user own document have contact creation and edit, which is changed to sales manager in v12. Check my updated answer how to change the access rights

before I was trying by changing in groups-> Extra/contact creation only.
