In the module documents there's a feature that allows me to send someone a request for a document, but it asks to create a user for money. How can i guarantee that the user won't cost anything?

Portal users are free only internal users are charged for. Do validate if the app allows selection of a portal user.
That should confirm if the user would be free of charge or priced.
with only one documents app installed you can create as many users as you want for free
