I have to backup my database, de- and re-install openERP/Phython and load up the database again. Will all my settings (e.g.users) and data be available after this procedure?

First logout from the current database and move on login screen then take a backup your database dump on particular location on your system.
If you want to restore your database then again move on login screen then navigate restore database menu and pick your database from your system and restore it with new name it will restored successfully
