I nearly got ripped off by an Odoo partner for installation/implementation charges.
Anyway, a certain partner wanted to charge $22K for installation and implementation with the ERP.
Isn't that a bit overpriced, or it is just me?

Hi Bojan,
It mainly depends on three things: the scope of the project, the amount of modules and the hourly rate of the partner. If you're using quite some apps (for example: sale, purchase, accounting, website and a few others) it can take quite some time to configure, test and deploy everything.
To give you a bit of an idea: I've did over 50 Odoo projects and they usually average around ~25K(€) in costs.
If you're uncertain you could always ask a quotation from a second partner as a reference.

It depends on the scope of project.
I want to implement Odoo Enterprise without any partner, and I want to pay directly to Odoo. So how do I do that? If anyone knows about this, give me a brief explanation.

As most of the answers mention, it really depends. I've handled over 10 project that ranges from $150k to $7.5k.
Odoo has a few hosting models, odoo SAAS does not allow development/customization on the functionality, odoo SH and self hosted models would. This means if you're opting for odoo base features with NO customization I suggest you go with SAAS model. You can still signup with a partner for consultation and that would ofcourse cost less than customized project but even then would depend on the scope of the project.
Without customization standard supply chain implementation (CRM, Sales, Inventory, Purchase, and Accounting) training, configuration, and consultation would cost you around a 100 hours. pricing per hour depend on the partner but you can check the odoo hourly pricing for reference here: https://www.odoo.com/pricing-packs
I could be an outlier but ALL my customers that signed up with odoo SAAS and hired us for consultation hours ended up switching to self hosted in a local server to allow for customization later.
Also note, service industry is very hard to put a standard price, confident partners will charge more for reasons like experience and that could make or break your project.
