I have created two user account for testing purposes. How can I delete one of the accounts?

Have you created two users ?

if You have created two users and want to delete user than make sure that user doesn't reference with any record in your database otherwise it will raise error.

Goto : Settings>>Users>>Users

Will List the existing users. select check box to remove user.

when you will select any one of them or multiple than one action will visilbe on more button on top of screen in that you can find delete menu from there you can delete specific record.

Like wise you can delete any record from the any list menu.

Yes, I have created two accounts in the website (http://openerp.com) and also in the erp itself. I use the online version. One is the admin and the other was for testing. I manage to delete the test-account inside the erp according to your instructions. The problem is that I can't delete the test-account from the website. How to do this?

I would suggest you to don't use online account it will be only demo version you will not able to use it further. My suggestion is to you is install openerp 7 in you local system than this accounting problem will not be there. Download all the source code from launchpad and setup in your system.
