I have lets say the module Contacts, and I need to hide some fields, lets say phone number, to a particular group of users. Is it possible in Odoo 13 or Odoo 12?

yes, you can use user groups. For example:
In python

birthday = fields.Date('Date of Birth', groups="hr.group_hr_user")or you have to specify the groups in the XML
<field name="birthday" groups="hr.group_hr_user"/>
