to make it clear, a Customer of ours have just purchased Odoo Entreprise licenses for a cloud instance, but he wants to replicate and sync the Odoo database in his local server

if he decide to switch to his local instance, Does he need to purchase the same licenses for his local instance ? how does the licensing system works in Odoo ?
