No, Knowledge currently has no multi language capabilities (in the way that one link could serve a specific languages based on the user's selection).

What you can do is 

• create a Knowledge Article for each language and link the back and forth
• keep all translations in the same Article and use anchors to navigate around
• use the Product's eCommerce Description (multi-lang Html fiel) to link to the correct Article for each language
• set up eLearning (aka slides - as in https://www.odoo.com/slides) to provide multi lingual content
