Whenever you enable a "Website Form" option in your helpdesk team settings, the system will copy the "ticket_submit_form" template and create a new view.

You will have to find the copied view from the "Settings/User Interface/VIews" and then inherit that view in your XML.

Upon analysis, I found that setting the “Website Form” Boolean to true in the Helpdesk team causes Odoo to create a new helpdesk ticket form by copying the “ticket_submit_form” view. Therefore, as a solution, you need to inherit the “website_helpdesk.team_form_1” view because the Boolean is already set to true in the “Customer Care” Helpdesk team.
