The saas versions are what odoo uses as their online service offering. Versions saas-1 through saas-5 are odoo 7.0 with some bug fixes and new features found in odoo v8. Saas-6 will start odoo's version 8 saas online offerings.

saas-3 approx stable version after 7.0, odoo now not maintain their stable version, even since a long they not release any stable new 8.0, also their github branch hold all most buggy, can't utilize it properly. I recently tested its found very buggy... Finally I have utilize saas-3 version code, its working fine for me. saas mostly maintain for openerp own saas, now they had now more interest in public domain, after 7 features are comming but just for their own saas and own maintenance. As number of stable 7 cloud available for odoo very less, because interest failed in public domain now. Also their license is the hell now for other saas providers. If you best way to use then try saas3 then higher freelancer and migrate as and if you requires. Finally saas-3 is most stable for odoo.
