Setting up Odoo V11 accounting  instance - using Cash Basis (Paying tax only when received)

Odoo help say "Account that will be set on lines created in cash basis journal entry and used to keep track of the tax base amount" - but I dont understand this :(

ie developer mode  - see all accounts etc....

Invoicing>Configuration>Accounting>Taxes....

Have set the mandatory "Tax Received account" to an appropriate account

But what is the "Base Tax Received Account" for ? (ignoring that this is set to 0% tax rate)
