I have the same problem,  Odoo updated from odoo_16.0.20230331 to odoo_16.0.20230427. I have already solved this problem：

(1) Install Website APP, and then you can  access modules such as invoicing, settings, sales...  

(2)  activate assets debugging
(3) Uninstall Website App

(4) Deactivate assets debugging

(5) It's OK Now

Enable debug mode (if not able to access settings for it, in the URL add after "/web" ?debug=1 →  /web?debug=1...). Then click on debug icon and select "Regenerate assets bundles". Wait for it to reload and try again.

go to applications and find Web module (remove Apps from filter), upgrade Web module and it works for me.

i have no solution for this. I can not get into the settings menu because then it gives me the same error.

@zhoa its correct. when i follow your steps the bug is gone.

I have been able to keep working by installing odoo16 on windows and restoring the backup.
But it is a temporary measure since in the dockerized it continues to fail even installing a new container with new configuration and restoring the backup.
