Actually, I found it and this is not a mistery any more.
Just have a look in the localization menu l10n_.../data/account_tax_data.xml
And set the sequence value of the default tax to 9 whereas the former default tax sequence should be set at 10.
Moreover, it is necessary to change the tax ids

Enable full accounting for your user, then go to "Invoicing/Configuration/Account/Taxes".
I am talking about Odoo code, not going through interface.
What you are talking about seems to be a mystery then. You may want to look at some of the localization modules.
