Did you uninstalled website app ? ensure it app by going into app and check the status of website module. If it is installed, fine, just upgrade the app and see if the menu appears back.

Even after upgrade if the menu doesn't come, it is related to access rights, ensure the user is added to relevant user groups

Go to site>menu editor. After go to Add Menu Item link on the bottom. After that add Page url and put the name for page name on navigation bar

No I didnt uninstall the website app. And I did all the steps that you mention but still menus did not come back. Actually I meant menu from the website frontend not from backend. is that relate to the access right ?
