I just installed the demo data into a odoo v10 installation and tried to follow through a purchase order.
Unfortunately the stock items on hand do not change and the cost calculation price average does nothing either.
Is there a setting I am missing?

Make sure you received the shipment and product type is Stockable Product not Consumable.
I am honestly at a loss here. Inventory Valuation shows the exact amount of items ordered, however, I cannot find the process to get the stock on hand updated.
Can someone please let me know which process I need to start? Where is the location transfer?
The Stock on Hand will Change after you will receive your product from supplier location to stock location.
After Confirming Purchase order click recieve products button and transfer stock from supplier location to your location . Then check your stock it will be updated
After purchase order is confirmed , is create stock picking with type in , After receive this picking, item on hand and price average will change

thanks for your answers. however, I am running odoo with Manage only 1 Warehouse with only 1 stock location. It looks like that the stock moves are generated automatically but with no impact on stock on hand and average price.
in Inventory -> Stock Moves I see the automatically generated stock move for the purchase order after going through the entire process including receive product.
Moves are posted after physical moves. Physical moves are documented by delivery notes or goods receipts or manual stock moves. Invoices are contractual documents, no documentation of physical moves.
