Hello,
You can set "Allow setting a discount on the sales order lines" in Settings > Configuration > Sales.
You also can use price list to automatically give discount to certain customers. There also module product_visible_discount that allows to display the discount set in a pricelist.
Do you expect it on each line or on the whole sale order ?
