Putaway Rules Location Not Picking Up

Question

Hi all,
We are trying to start using putaway rules in our v14 system however the system doesn't seem to pick up a new location we have created in our system.
We created WH1/Putaway as a location in Warehouse 1.
But when we try to select this product under the "When product arrives in..." tab, the location doesn't appear to select.
We have tried so many different variations, tried using different parent locations and no combination seems to be able to pick it up.
Is anyone having a similar issue

"When product arrives in " refers to a parent location.
"Store to" refers to a child location of that parent location.

Any location you want to select in  "When product arrives in" must have at least one child location, or it will not be available to select.
