After installing exe file in windows try to access local it's showing
"Window could not start the windows version odoo-14.0 service on Local Computer. The service returns an error or an internal server error.

I got a similar problem with Odoo 12.
Got to the task manager and verify if the postgresql service is running.

I've experienced something like that when installing odoo 13 and I suggest to use Windows Subsystem for Linux (WSL) and install it on wsl because I also sometimes struggle to develop odoo without wsl in windows
