Is there anything that ODOO community can not do when comparing with ODOO enterprise? i mean, we can develop custom modules in ODOO community too right? so, speaking only about functionalities, i understand that both versions could work exactly the same, if we are willing to pay a developer to do the job, am i right?

Yes, there are many differences when comparing odoo community and enterprise edition. There are various features that are limited to enterprise edition only. Here's a detailed blog on the differences between community and enterprise edition.

Considering the development part, If we develop a custom module in Odoo community edition, it will probably work on the enterprise edition too, but can't say the same the other way around. There are also different licenses for both editions so, you should keep that mind during development.
