If you want to buy a module, you can choose the required version and then add it to the cart inorder to proceed with the checkout.
Buying paid apps from the odoo app store is always a one-time payment for that specific version of the module you buy.

ok, so I want to buy a butterfuly theme community version https://apps.odoo.com/apps/themes/16.0/os_theme_butterfly/, and I want to use this theme for both enterprise and community version of odoo should I buy this one?.

I don't think the module you shared will work in both enterprise and community. Because they have a dedicated version of this module for the enterprise edition, https://apps.odoo.com/apps/themes/16.0/os_theme_butterfly_enterprise/
Also, kindly check the above screenshot before you buy.
