I've tried to use Work Order Dependencies, I though that "blocked by" will prevent to start an operation before the end of the previous operation.
But it is possible possible to start an operation even if the previous is not ended, why? What would be the correct configuration to prevent start of an operation?

The primary goal of Work Order dependencies was to improve the planning process, so that is where the benefits of this feature are most visible.
While there are some scenarios where a prior Work Order should and does necessarily block subsequent Work Orders, Odoo also supports other scenarios where Users are able to start work (usually by checking that the prior Work Order is sufficiently started).
The status of the Work Order will show "Waiting for Another WO" if there is a dependency.
