In previous versions, there was a filter bar in the discuss app. It was very useful for searching your inbox or history for a certain partner, co-worker, or topic.
Can anyone confirm that it was removed or if I am just missing some way to enable it in Version 15?
One of the best new features of Version 13 was the "History" section of discuss, but now it seems like it is useless. I routinely access my history and search for a certain keyword in the content.
It has been removed since v15, i can confirm that, and like you i dont know why

Just came across this myself and a client who relied on it in V14 was frustrated that it is missing (as am I).
I tracked down the details in Github that explain why the decision happened.
Interestingly it still hasn't been re-added in V16 currently either and is not trivial to do as it's a fundamental structural reason, due to limitations of system design and performance impact. See the comments in the links below.

I believe someone with strong frontend UI expertise could create an app but it's not simple and questionable if worth the effort / cost.
As a workaround, I did the following which is simple and requires no coding or apps.
-Enable developer mode
-Go to Settings > Technical > (User Interface) Menu Items
-Search for "messages" and find existing menu "Settings/Technical/Discuss/Messages"
-Open it, then go to Action > Duplicate
-Set name to "Message Search" and parent menu to "Discuss", Save
-Note: Record rules in Odoo will prevent you seeing messages that don't belong to your user, so don't worry about people seeing other content
