Hi,
I hope local host what you mention means your local server which is not potentially exposed to any external environments. If your host is not exposed to any environment , you wouldnt need a SSL. Browsers generally won’t trust a certificate on localhost unless you install a self-signed cert manually. You should have a static IP mapped to your local host then you should have a Nginx or any reverse proxy to map your domain. Then you can install a SSL. Hope it helps. Thank you.

Básicamente es lo mismo que para versiones anteriores, se agregan es al servidor web (nginx o apache por ejemplo), que configures como proxy: https://www.odoo.com/es/forum/ayuda-1/how-to-enable-https-on-odoo-147895
